Not really, its a capitalist law that is the problem, or was. China's government does everything it can to protect Chinese businesses and ensure money in China, stays in China, as it doesn't benefit China if it ends up in some American's back pocket.
So when Blizzard signed their new contract with NetEase there were issues that they were not only taking too much money, but providing technical services that legally should've been provided by a Chinese company, not a foreign company.

Well business free will is at stake here. Governments period shouldn't be allowed to tell it's people what they can legally do with their earnings. Well Bob you live here in the US? If you do you should be backing the free will of people period. Screw government. Red, black, yellow who gives two cents. People are what is important.
