LotRO Early Upgrade Available in WA and TX

Why just those two states?
Turbine Entertainment has announced that the early upgrade feature for Lord of the Rings Online to the first expansion Mines of Moria is now available for subscribers in the states of Texas and Washington State.
Starting today (10/27/2008) players who reside in the states of Washington and Texas should be able to purchase Early Upgrades from https://myaccount.turbine.com/ as expected.
If anyone encounters issues with digital purchases from those states please look in the Account Support forum for assistance. Thanks to everyone who provided feedback on our billing process.
